The Citizenship and Leadership Training Centre (CLTC) has partnered with Sapphital Learning to establish an online learning platform aimed at widening access to civic education and leadership training for Nigerians both at home and in the diaspora.

The partnership, formalised through a Memorandum of Understanding (MoU), was signed by CLTC Director-General, Rinsola Abiola, and the Group Chief Executive Officer of Sapphital, Amu Ogbeide.

Structured as a Public-Private Partnership (PPP), the agreement will see Sapphital provide the initial investment for the development of the CLTC Online School, while jointly managing the platform with the Centre.

Abiola described the initiative as a practical approach to achieving the Centre’s mandate without placing additional financial burden on government resources.

She explained that the concept of a digital learning platform was conceived during her tenure as Senior Special Assistant to the President on Citizenship and Leadership, following the limitations of relying solely on physical training centres.

According to her, “The Centre’s mandate of civic education and youth leadership development is national in scope. A functional online platform, complementing our physical training centres, is critical to delivering on this mandate. Due to financial constraints, we opted for an innovative approach.”

Sapphital, a Nigerian digital learning firm with experience in developing e-learning solutions for both public and private institutions, will handle the platform’s development and co-management.

The company also manages the Nigeria Youth Academy (NiYA), an online skills acquisition initiative implemented in partnership with the Federal Ministry of Youth Development.

When operational, the CLTC Online School is expected to remove geographical and logistical barriers that have limited participation in the Centre’s programmes.

It will provide Nigerians, especially youths in underserved communities and those in the diaspora, with access to training and capacity-building programmes from any location.

The initiative forms part of ongoing reforms under Abiola’s leadership, focused on enhancing staff welfare, strengthening institutional partnerships, and deepening collaboration with the private sector and civil society.
