A leadership advocacy organisation, Concerned Professionals for Good Governance, has drawn attention to ongoing economic and infrastructure reforms in Enugu State under Governor Peter Ndubuisi Mbah.
In a statement signed by its representative, Okechukwu Nwafor, the group said the administration’s policy direction reflects an effort to transition the state from a civil service-driven structure to a more diversified, investment-oriented economy.
Governor Mbah, who assumed office on May 29, 2023, has introduced governance reforms and development initiatives aimed at strengthening industrial growth, improving public sector efficiency, and widening economic opportunities.
Governance reforms have included Executive Order 005, which requires Ministries, Departments and Agencies to publish service-level agreements outlining procedures, timelines and costs. The measure is intended to enhance transparency and accountability.
The digitisation of land administration through the Enugu Geographic Information Services (ENGIS) has also streamlined land title processing, reducing administrative delays and facilitating access to land for commercial purposes.

Infrastructure development features prominently in the state’s agenda. Ongoing projects include the rehabilitation and construction of roads linking rural production centres to urban markets, alongside plans to expand water supply capacity from about two million litres per day to a projected 120 million litres.
The enactment of the Enugu State Electricity Law has opened the power sector to greater private participation in generation and distribution. Deployment of fibre-optic networks and technology-based security systems is also underway to support digital commerce and public safety.
The government has initiated efforts to revive previously dormant industries such as Sunrise Flour Mills, United Palm Produce Ltd. and Nigergas Ltd., while projects including the Lion Business Park and a proposed Free Trade and Industrial Zone are intended to attract manufacturing and logistics investments. Large-scale agricultural estates are being developed to modernise food production and strengthen export value chains.
In the education sector, the Smart Green Schools initiative introduces digitally enabled learning environments with emphasis on coding, robotics and artificial intelligence. Investments in digital governance and civil service capacity-building are also aimed at improving service delivery.
Transport initiatives include the launch of Enugu Air, development of new transport terminals and rollout of a state-wide mass transit scheme powered by compressed natural gas buses.
In hospitality and tourism, renovation of the Presidential Hotel and construction of conference facilities form part of efforts to expand the state’s conference and events market. Enugu has recently hosted several national gatherings and corporate events.
The administration has also prioritised security coordination with agencies and community stakeholders to address disruptions linked to sit-at-home protests in parts of the South East. A $20 million technology investment project is expected to support local digital device manufacturing and expand industrial capacity.
According to the group, sustained implementation, institutional stability and policy continuity will be central to translating these reforms into measurable economic outcomes in the coming years.
