The Lagos State Primary Health Care Board (LSPHCB) has intensified capacity building for newly recruited health workers as activities entered Day Three of the Human Capital Opportunity for Prosperity and Equity Primary Healthcare (HOPE–PHC) onboarding programme.

The exercise, which began on February 13, 2026, is holding at the Lagos Chamber of Commerce and Industry (LCCI) Hall, Alausa, Ikeja, and has brought together newly engaged doctors, medical laboratory technicians and hospital information management system personnel deployed to primary healthcare centres across the state.

The third day of the programme focused on practical orientation, institutional familiarisation and professional development, as part of efforts to prepare the new workforce for effective service delivery at the grassroots.

Participants were taken through sessions on the operational structure of the Lagos State Primary Health Care Board, service delivery protocols at primary healthcare centres and performance expectations within the public health system.

Facilitators from the Public Service Office and the Ministry of Establishment and Training also provided guidance on public service rules, leave matters, code of conduct, conversion procedures and opportunities for further studies, alongside sessions on teamwork and patient-centred care.

Addressing the participants, the Permanent Secretary of the Board, Dr. Ibrahim Mustafa, described the onboarding programme as a critical component of the HOPE–PHC Project aimed at strengthening primary healthcare through sustained investment in human capital.

He said the state government was committed not only to recruiting health workers, but also to equipping them with the right orientation, values and technical knowledge needed to meet the healthcare needs of residents.

According to him, primary healthcare remains the foundation of the health system and a key pathway to achieving universal health coverage in the state.

Mustafa urged the newly recruited officers to uphold professionalism, discipline, compassion and empathy in their interactions with patients, noting that their conduct would influence public confidence in government healthcare facilities.
