The National Orientation Agency (NOA) on Monday unveiled its artificial intelligence persona, the CLHEEAN mobile application.

CLHEEAN is an official AI-powered virtual assistant and civic education platform developed by the National Orientation Agency (NOA) of Nigeria. It is designed to foster national unity, provide accurate information regarding government policies, and encourage public engagement.

The name CLHEEAN represents: Crime, Lawlessness, Health, Education, Environment, Abuse, Narcotics

CLHEEAN is a multilingual App aimed at bridging the communication gap between the people and the government, the Director General of the National Orientation Agency, Mallam Lanre Issa-Onilu, said at the unveiling.

 Issa-Onilu said that CLHEEAN is a Nigerian-specific app and it's the first of its kind in Africa.

He stressed that it is a Nigerian people-centred initiative with the ultimate aim of keeping citizens informed about government activities and gathering their feedback.

He stressed that CLHEEAN is an initiative for informed citizens and a responsive government.

He therefore said unveiling is more than just a launch, but a movement

Besides, he said the application is a web crawler linked to all MDAs' websites in the country. This, he said, makes all the needed information available on the Web.

He said, “Today marks a defining moment in our nation’s journey. Not just because NOA is launching a new platform—but because we are transforming how the government connects with the people.

“For too long, we have faced a familiar challenge: Citizens who want to be heard, and systems that do not always listen. Limited access to information. Low levels of engagement. Weak feedback channels.

“And when this happens, a gap forms—a gap between the government and the people it serves.

“Today, we begin closing that gap. We are proud to introduce a new digital approach to citizen engagement: The CLHEEAN Mobile App.

“One platform. One mission. To ensure that every Nigerian can access information, engage directly, and most importantly—be heard.”

He explained further, “The CLHEEAN Mobile App brings the government closer to the people than ever before.

It puts civic education, real-time information, and engagement tools directly in citizens’ hands.”

He added that “The App aligns strongly with the Renewed Hope Agenda of President Bola Ahmed Tinubu—built on inclusive governance, transparency, and accountability.

He also said that the initiative “reflects our broader commitment to building a government that is closer, more responsive, and more transparent.

“But beyond technology, this initiative is about people."

“It is about giving citizens a voice. Ensuring that decisions are shaped by real experiences. Real needs. Real feedback. And ultimately, building trust between the government and the people.”
