The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) has directed oil and gas operators to institutionalise credible Measurement, Reporting and Verification (MRV) systems for methane and greenhouse gas (GHG) emission inventories.

The directive, announced via the commission’s official X handle on Sunday, aligns with Nigeria’s oil and gas Nationally Determined Contribution (NDC) climate commitments and reinforces compliance with the Guidelines for the Management of Methane and Greenhouse Gases in the upstream oil and gas sector.

NUPRC said, "In furtherance of oil and gas Nationally Determined Contribution (NDC) Climate Commitments and provisions of the Guidelines for the management of methane and greenhouse gases in the upstream oil and gas sector, the NUPRC has issued a new directive to operators to institutionalise credible Measurement, Reporting and Verification (MRV) practices for methane and Greenhouse Gas (GHG) emission inventories."

Operators, said the commission, are expected to report emissions using IPCC Tier 2 Methodologies from the 3rd quarter of 2026 and by January 2027, transition fully to IPCC Tier 3.

NUPRC said the directive is in "line with provisions of Section 4.0 of the Guidelines for management of fugitive methane and greenhouse gases in the upstream petroleum sector, operators shall at a minimum, report emissions using IPCC Tier 2 Methodologies from the 3rd quarter of 2026 and by January 2027, transition fully to IPCC Tier 3."
