Nigerian Bar Association (NBA) President, Mazi Afam Osigwe (SAN), has outlined policy-focused reforms aimed at strengthening Nigeria’s judiciary and enhancing public confidence in the administration of justice.

He presented the reform agenda at the 17th Ralph Opara Memorial Lecture organised by the National Association of Seadogs (NAS) in Enugu at the weekend, where he emphasised the need for structured and measurable improvements across judicial institutions.

“Nigeria needs deliberate, policy-driven judicial reforms that will strengthen institutions, improve efficiency and deepen public confidence in the justice system. Sustainable reforms must be measurable, transparent and backed by strong institutional safeguards to guarantee lasting impact,” Osigwe said.

He explained that strengthening governance structures within the judiciary would help promote consistency in decision-making and improve public perception of justice delivery.

Osigwe identified merit-based judicial appointments as a priority reform area, recommending clearly defined selection benchmarks that emphasise competence, integrity, experience and professional excellence.

He stressed the need for policy frameworks that reinforce judicial independence, including safeguards that protect the judiciary’s administrative and financial autonomy.

“Judicial appointments must be strictly merit-based, while judicial independence must be protected through strong legal and policy safeguards. A truly independent judiciary requires operational and financial autonomy to deliver credible and impartial justice,” he said.

The NBA president also proposed the institutionalisation of continuous training programmes for judicial officers to ensure regular exposure to global best practices, evolving legal standards and emerging justice technologies.

He sought the accelerated adoption of digital justice infrastructure, including electronic filing systems, virtual court proceedings and automated case tracking mechanisms.
