The House of Representatives Committee on Science, Engineering and Technology has resolved that the 2026 budget of the National Centre for Technology Management (NACETEM) be expunged from the 2026 Appropriation Bill.

The committee also stepped down consideration of the agency’s budget following the failure of its Chief Executive Officer, Dr. Olushola Odusanya, to appear before it.

Chairman of the committee, Inuwa Garba, said if President Bola Ahmed Tinubu could personally appear before the National Assembly to present the national budget, no appointee should consider himself too important to honour an invitation from the legislature.

A visibly angry Garba said the committee would not tolerate any act perceived as disrespect to the Constitution, the Legislature and democratic governance under any guise.

According to him, the committee’s action would serve as a deterrent to other government appointees who might contemplate similar conduct.

The committee also expressed dissatisfaction with the agency’s 2025 budget performance and frowned at its low Internally Generated Revenue (IGR) of N385,000 in 2024 and N285,860 in 2025.

Lawmakers queried the sharp rise in NACETEM’s overhead expenditure from N95.40 million in 2025 to N195.73 million in the 2026 budget proposal.

Registrar of the council, Veronica Nkechi-Eze, said the council’s only sources of revenue were registration fees and annual professional dues.

She admitted there was no explanation for the significant increase in overhead costs, noting that it was not part of the proposals originally submitted to the Budget Office.
