Katsina State Governor, Dikko Umar Radda, on Tuesday signed a comprehensive executive order aimed at curbing miscreant activities and street thuggery across the state.

The governor also approved the establishment of the Katsina State Kauraye and Thuggery Suppression Task Force to strengthen law enforcement and restore public order.

Speaking at the Government House in Katsina during the signing of the Miscreant Activities (Suppression) Order, 2026, Radda said the directive provides a robust legal and institutional framework for the prevention, control, and prosecution of gang-related offences.

He explained that the decision was necessitated by rising incidents of gang violence, street thuggery, and public disorder, particularly in urban centres, reiterating that his administration would not tolerate any form of lawlessness.

Findings indicate that the executive order, issued under Section 5(2) of the 1999 Constitution (as amended) and relevant provisions of the Penal Code, empowers authorities to take coordinated and decisive action against all forms of thuggery and related crimes.

Central to the order is the creation of a multi-agency task force mandated to prevent, suppress, investigate, and prosecute individuals and groups involved in criminal activities.

The task force comprises key security and government institutions, including the Nigeria Police Force, Department of State Services (DSS), Nigeria Security and Civil Defence Corps (NSCDC), National Drug Law Enforcement Agency (NDLEA), Katsina State Community Watch Corps, Katsina State Hisbah Board, relevant ministries, and the Association of Local Government Chairmen (ALGON).

Radda said the body would identify, monitor, and dismantle criminal networks, conduct intelligence-driven operations, arrest offenders, and ensure prompt prosecution in line with the law.

He added that the task force would intensify surveillance in identified hotspots, confiscate weapons used in criminal activities, and collaborate with communities to prevent the recruitment of youths into such groups.

The governor warned that anyone found engaging in thuggery or related offences would face the full weight of the law, stressing a zero-tolerance stance on criminality.

To enhance enforcement, he announced plans to establish mobile courts to fast-track the trial of offenders.

“The Honourable Attorney General will work closely with the Office of the Chief Judge to establish mobile courts that will expedite cases related to miscreant, Kauraye, and other criminal activities,” he said.

“We will not allow lawlessness to thrive in our state. This action demonstrates our resolve to protect our communities and uphold the rule of law.”
