Kastina State Governor Dikko Umar Radda’s new Executive Order on land transactions and influx of undesirable elements for house rents and questionable businesses appears set to checkmate heightened banditry attacks as well as growing insecurity in the state
At a recent town hall meeting where the governor unveiled the Katsina, Daura and Funtua 2025–2040 masterplan, which he described it as “a historic milestone in urban renewal journey across the state, he stated that the executive order will address land encroachment and growing insecurity
He said: ‘’Since assuming office in 2023, we inherited rapidly growing urban centres characterised by fragile expansion, inadequate infrastructure, and the lingering effects of insecurity.
‘’Under our Building Your Future Agenda, we refused to accept the status quo and chose instead to confront our challenges head-on.’’

Radda noted that progress was being recorded in all spheres, including security, which bedevilled not only Katsian but the whole region.
He said: ‘’Peace is gradually returning to our land, investor confidence is rising, and our people are beginning to see tangible dividends of democracy.’’
‘’The provisions of the executive order,which ensures working cooperation between traditional rulers,Watch Cops and security agencies, will checkmate the influx of bandits to reside as tenants in Katsina and launch attacks on neighbouring states and vice versa.
“These master plans were prepared through rigorous stakeholder consultations, expert analysis, and a deep understanding of our unique context.
‘’They will guide the physical, economic, and social transformation of our three largest urban centres for the next 15 years and beyond.”
On the reforms in development control, the governor emphasised the role of traditional institutions and land administrators in order to checkmate the excesses of land grabbers and extortionists
Radda said: ‘’We have involved traditional rulers and land vendors in the development control process. Land transactions must now be reported, and vendors are required to register with relevant authorities to ensure transparency and order,”
‘’The land vendors are required to register with the authorities. Any land or property transaction must be reported to the government. These measures will help immensely in controlling the influx of undesirable elements into our society.
‘’The initiative is about securing the future. We made this decision to ensure that our children inherit well-planned communities with access roads, water, schools, markets, and green spaces—not chaos and conflict over land.”
