The Federal Government has adopted the One Poverty Response System (OHOPRS) as a unified national framework to coordinate humanitarian action, social protection, and poverty reduction across the country.

The Minister of Humanitarian Affairs and Poverty Reduction, Bernard Doro, disclosed this at the close of a technical workshop held in partnership with International Alert Nigeria in Abuja.

He described the initiative as a national operating system rather than a standalone programme, aimed at addressing long-standing fragmentation across institutions, duplication of efforts, and disconnections in data and financing systems.

According to the minister, the reform represents a necessary and decisive shift. “The reform we are announcing is not optional. It is a bold shift that is necessary. There is a cost for inaction. We cannot afford to do nothing,” he said.

He added that under the Renewed Hope agenda of Bola Ahmed Tinubu, the government is transitioning from fragmented efforts to measurable impact and from support-driven interventions to transformative outcomes.

Doro outlined key changes under the new system, including the transition from multiple coordination mechanisms to a single unified framework, consolidation of registries into an integrated national database, and a shift from project-based funding to a pooled, accountable financing model.

He further explained that the system will move from intervention-based delivery to measurable poverty exit outcomes, supported by real-time monitoring and accountability structures.

The OHOPRS framework, he said, is built on a “Ladder of Progress” designed to track citizens’ movement out of poverty. This includes identification through the National Social Register, monitoring interventions via a unified beneficiary register, and guiding beneficiaries toward self-reliance through a Poverty Exit Pathway (PEP), while ensuring long-term resilience.

The minister called for collaboration across Ministries, Departments, and Agencies, as well as state and local governments, development partners, the private sector, and civil society organisations to align with the new system.

He stressed that poverty reduction should be treated as a national security priority rather than an act of charity.

“We are no longer content with managing poverty. Our goal is to end it. We are moving from helping Nigerians survive to enabling them to thrive,” he said.
