The Federal Government has described the Personnel Audit and Skills Gap Analysis (PASGA) exercise conducted at the Federal Ministry of Information and National Orientation as a major success, saying it represents a key step in ongoing reforms aimed at improving efficiency, transparency, and digital capacity in the public service.

A high-level presentation of the report was held on Thursday at the Ministry’s headquarters in Abuja, bringing together senior officials, representatives of the Office of the Head of the Civil Service of the Federation, and consultants to review findings and discuss reform pathways.

Presenting the report, the Managing Director and Chief Executive Officer of Stransform Ltd, Offiong Archibong, said the exercise achieved its core objectives through personnel audits, stakeholder engagements, and data-driven assessments aimed at strengthening workforce structure and service delivery.

She explained that the process involved extensive field verification across departments and state-linked offices to ensure accuracy and reliability of data, adding that the objective was to support the development of a more agile and future-oriented workforce.

Archibong emphasised the importance of succession planning and knowledge transfer within institutions, warning that unmanaged staff exits create operational gaps and weaken institutional memory.

She identified key capacity deficiencies in strategic communication, digital content development, records management, and data analytics, noting that addressing them is essential for improved governance and effective national communication.

She further stated that the observed gaps reflect systemic challenges in role definition, training, recruitment, and performance management rather than individual shortcomings.

Highlighting gender representation, she commended the Ministry’s workforce composition, noting that women constitute about 56 per cent of staff, describing it as a positive benchmark for inclusion.

In his remarks on behalf of the Permanent Secretary, the Director of Publication, Production and Documentation, Okunnu Ibidapo, commended the quality of the report and said it provides a clear framework for strengthening institutional performance. He assured that the Ministry would carefully review and consider the recommendations for implementation.
