The Lagos State Security Trust Fund (LSSTF) has commenced a major capacity-building programme to train 1,000 security personnel across agencies over the next 10 months.
The initiative kicked off on Wednesday at the WorkForce arena in Gbagada with 100 officers drawn from the police, military, paramilitary, and other security services.
Over the next two days, participants will be exposed to best practices to strengthen operational efficiency, ethical conduct, and inter-agency collaboration in the state.
Declaring the training open, LSSTF Executive Secretary, Dr. Ayodele Ogunsan, described it as part of efforts to address evolving security threats in Nigeria’s commercial hub.
Ogunsan said the programme would equip officers with modern security management skills, intelligence-driven strategies, and improved communication capacity, while reinforcing respect for human rights and professionalism in service delivery.
He stressed that Lagos’ strategic importance to national stability and economic prosperity makes continuous investment in security personnel critical.
“With increasing population and complex threats, security operations now require not only equipment but well-trained personnel capable of working collaboratively across agencies,” he said.
Ogunsan explained that the training, themed Enhancing Professional Capacity, Ethical Standards and Inter-Agency Collaboration for Effective Security Operations, was structured around three pillars designed to improve strategic thinking, strengthen integrity in service, and promote coordinated responses among security institutions.
He added that the initiative would be replicated over 10 months to create a pool of officers capable of responding more effectively to emerging threats while improving cooperation among police, military, and paramilitary agencies operating in the state.
The LSSTF boss reaffirmed the Fund’s continued support for security agencies through logistics provision, equipment supply, and capacity-building interventions, noting that investment in human capital is as critical as infrastructure in building a resilient security system.
Reminding participants that the Lagos State Government is the major donor to the fund, Ogunsan told them that Governor Babajide Sanwo-Olu sent his encouragement, adding that he would like to see a positive transformation to justify the investments in security.
The Lagos State Commissioner of Police, Olohundare Jimoh, an Assistant Inspector General (AIG), said the training would deepen cooperation among junior officers of security and paramilitary agencies, and help prevent inter-agency clashes during operations.
He emphasised that security personnel must remain accountable to citizens, warning that esprit de corps should never be used to justify misconduct or rights violations, since officers are employed primarily to protect the public.
Jimoh also revealed that new surveillance arrangements by the LSSTF were underway, including collaboration with the police air wing for aerial monitoring and plans to strengthen marine security coverage across Lagos waterways.
He also said the Fund has made plans to emplace improved maintenance systems for operational vehicles and equipment.
AIG Jimoh thanked Governor Sanwo-Olu and Dr. Ogunsan for the enormous support he received as CP Lagos, describing the various equipment and welfare interventions the government provides for security personnel and their families as remarkable.
Commander of 9 Brigade, Nigerian Army, Brig.-Gen. Ayokunle Owolabi described the programme as timely, warning that security challenges in Lagos have national implications due to the state’s economic significance.
He said no single agency could effectively address modern threats alone, stressing that improved intelligence sharing and coordinated responses remain essential to safeguarding critical national assets located in Lagos.
Owolabi noted that stronger collaboration among agencies would enhance discipline, operational effectiveness, and public confidence in security institutions.
