The Lagos State Government has commenced full digital processing of planning permits, effectively phasing out manual and semi-digital systems across the state.

The Special Adviser to the Governor on E-GIS and Urban Development, Olajide Abiodun, disclosed this at a press conference held at the State Secretariat, Alausa, Ikeja.

He said the move marked a transition to a more efficient and transparent system under Governor Babajide Olusola Sanwo-Olu.

“Lagos State has entered a new era in the digital processing of planning permissions and related services. We are transitioning from legacy, manual systems to a transparent and scalable digital framework,” he said.

Abiodun explained that the Electronic Physical Planning Process System (EPPPS), a web-based platform, would now drive all applications relating to planning approvals, construction authorisations, and stage certifications.

According to him, the government has achieved full deployment of infrastructure to support the initiative, including personnel training, computer systems, and internet access across all districts of the Lagos State Physical Planning Permit Authority and the Lagos State Building Control Agency.

He said full automation of the planning permit process took effect from April 1, 2026, stressing that manual processing had been discontinued.

“Anyone processing planning permits manually from that date is engaging in illegal activity. All applications must now go through the EPPPS platform,” he said.

The adviser added that applicants must also obtain authorisation to commence construction and other certifications through the same platform, noting that a task force would be deployed to enforce compliance.

On building regulation, Abiodun said the government had introduced a Compliance Accreditation Programme (CAP) to strengthen monitoring by the Lagos State Building Control Agency.

He described CAP as a public-private partnership that allows accredited professionals to work with the agency in supervising building projects.

“This will ensure strict compliance with building codes, reduce the risk of building collapse, and improve project delivery,” he said.

Abiodun also said the state had decentralised land administration services with the opening of an E-GIS regional office in Ikeja to bring services closer to residents.

He added that additional divisional offices would commence operations across the state in due course.

Powering the reforms, he said, is the Aumentum software, which is being deployed to digitise land administration processes, including the issuance of Certificates of Occupancy (C of O).

“With this system, land titles are secure, searchable, and processed faster. It will also boost investor confidence in the real estate sector,” he said.

Abiodun further disclosed that the integration of Moola Tracker with the system had streamlined mortgage consent processing, reducing the procedure from 29 steps to eight.

He said the reforms were aimed at eliminating inefficiencies associated with manual processes, including delays, long queues, and missing files.

According to him, the digital transition would enhance service delivery for residents, government, and financial institutions alike.
