Kano State Governor Abba Kabir Yusuf has approved the merger of the Ministry of Higher Education with the Ministry of Education as part of efforts to strengthen education reforms in the state.

Under the new arrangement, the unified entity will operate as the Ministry of Education, with a Directorate of Higher Education responsible for overseeing tertiary institutions. Agencies such as the Scholarship Board will also be placed under the Ministry of Education.

Governor Yusuf said the restructuring is aimed at eliminating duplication of responsibilities, improving policy coordination and reducing governance costs within the education sector.

The decision also removes the Deputy Governor, Aminu Gwarzo, from his role as Commissioner for Higher Education.

Gwarzo had previously held multiple positions in the administration, serving as Commissioner for Local Government Affairs before being reassigned to the Higher Education portfolio.

In a statement issued on Sunday by the governor’s spokesperson, Sunusi Bature Dawakin Tofa, the government said the restructuring would enhance efficiency, accountability and the overall quality of education in the state.

The statement noted that the Office of the Secretary to the State Government and the Head of Service would oversee the realignment of the affected ministries to ensure a smooth transition.

It added that the Directorate of Higher Education within the new ministry would be headed by a Permanent Secretary and supported by the necessary personnel to ensure effective management of higher education institutions across the state.

"Under this restructuring, all agencies under the defunct Higher Education Ministry such as Scholarship Board will return to the Ministry of Education while state owned universities and other higher educational institutes will also be supervised by the new Directorate under the merged ministry.

"The move is part of the state government’s ongoing State of Education sector reform, aimed at repositioning the sector, eliminating duplication of responsibilities, improving policy coordination across all levels of education and reducing cost of governance," the governor said.

Yusuf stated that his administration remains fully committed to implementing far-reaching reforms that will revive the education sector and secure a brighter future for the younger generation.

The governor directed the offices of the Secretary to the State Government (SSG) and Head of Service (HoS) to ensure immediate realignment of the affected ministries and their respective departments.
